Question answered - the RX8 does NOT care if the coils are not bolted down to the mounting bracket. After replacing all 4 coils-plugs-wires with the latest C coils, B wires, and NGK plugs, my RX-8 is very happy.
The wiring diagram would also indicate that the coils are grounded by the plug and therefore need no ground from the base plate.
