for light wrenching and infrequent use i'm sure it's ok, but i wouldn't use it as a breaker bar every weekend for when i went autocrossing or something like that.

...also, never ever skimp on a set of allen wrenches. those things rule, only if they don't break. then, they're the most major pain in the ***...

It looks like the lock is on the handle's end. I have had two in the past that the lock bolt stripped out on in less than a year. The wrench I have now has a sleeve above the handle that locks the adjustment and it still works after two years.

I don't think you can go wrong with that price though. For $20 it will pay for itself if you rotate you tires once.

I never know how much to spend on tools. While you do get what you pay for, a use em everyday pro requires a higher calibre tool than the I rotate my tires twice a year kind a guy.
On the other hand a Craftsman torque wrench will not set me back that much and it is warrantied for life.
For about 6 bucks I can get the torque wrench with the long metal scale thingie that "bends" to the correct psi on the scale grid.
