Effect of Wheel Offset on Alignment???

I found this on the www.bmwcsregistry.org ...

"Some collected wisdom:

...

2. When going to a smaller offset wheel, toe-in must be increased (same as decreasing toe-out) to compensate.

3. Going to a smaller offset wheel will change the scrub radius. The only way to bring it back to stock is to increase the overall diameter of the wheel/tire assembly. This has nothing to do with wheel diameter, but everything to do with the rolling diameter of the tires. "

Does anyone understand suspension geometry enough to explain how seriously this effects our car if we put say a 45mm or 35mm offset wheel. Does a little change really matter? Does this effect tire wear or stability or safety or what? What toe-in change is required to compensate...or tire rolling diameter change (how much larger diam??) these kind of things...any alignment specialists out there ????

Never heard of this before .... Thoughts and comments? Thanks.
