Will not drive past 70mph

i looked around and could not find what im looking for so, im going to ask you here... i was driving on the highway pooring rain ..the check engine light goes on and then i feel the car will not accelerate past 130km/h or over 4000rpm when im in 6th gear, and in 5th gear it will not go over 4500rpm, just hesitates and pulls me back under.. anyone experience this before ?
