What is this?

I can't figure out what these holes are in the front grill. They are about 1.5" wide on either side of the grill, and there is a threaded hole just inside, big enough for your finger to fit into. Popping the hood doesn't show anything, i'd have to take the whole bumper off to get a look it seems. See the pic below.

Also, I was looking around at exterior accessories and found these:

That seems to suggest those holes are supposed to be there, so what are they for?

And yes I know, my car is REALLY dirty. I hate winter.
