Throttle Issue?

Throttle Issue?
Sorry this is a lot, but I wanted to try and cover all that I could for help with a solution.
It is a 2004 Auto with 42,XXX miles, and it has a few mod’s. it is also on its 3rd engine; only a few thousand miles on the 3rd engine and the list of mod’s are in the signature. I have been working on it for about 4 months now, and have been working on the tuning with Cobb port through MazdaManiac tuning sessions. We are on our 6th tune, and the last two times we did the tuning Jeff noticed the throttle position was reading at 50% instead of 100%. The data logging was showing only 50% pushed in on the 2nd gear pull for the 5th tune, and 50% pushed in on the 1st gear pull for the 6th tune data logging numbers; gas pedal was pushed all the way both times. While doing the data logging for the 6th tune when I went from 1st to 2nd, and hit the gas the car didn't want to go and then I looked in the side mirror to see it was blowing out smoke like crazy. Let off of it and it calmed down and then drove fine after that, and has not messed up again; has not tripped a CEL either. The car hesitates on take off at times as well; was told to check the mounts and all seem ok, no major motor rocking. Jeff looked at the captured data as well and only caught that it showed the throttle position was at half, nothing else raised a red flag. It has been driven around since all of this went on, and has not smoked since. From what I can tell it is like it just started dumping gas like it was at wide open throttle, but the butterfly valve was not.
I read about the smoking part being the Apex seal, but with the low miles of the engine and the fact it hasn’t smoked again I do not believe there to be a motor problem.
From what I have read about my issues it has me pointed towards a throttle body and/or gas pedal issue. One of the two is not working correctly since it shows half throttle when the throttle is pushed all the way in during out data logging captures. I wanted to know if there is a way I can use a volt meter, disconnect the connector plug to the throttle body, hook up the voltmeter, and then press the gas pedal in 100% for a voltage reading; would need to know what number I should be getting. I figure that will help me at least know if the gas pedal is working correctly. If that checks out then it is most likely the throttle body rotating assembly; not sure the technical term, not operating correctly. I believe the TPS is fine since I am not getting a CEL, but that could be wrong since I think the reason it dumped gas is that the valve was only partial open, but the computer was reading 100% pedal feed. I hope all of this makes sense.
