Help! My car won´t start (Flooded, thread from 2006)

Compression test results were 7.6 front 7.8 rear.My friend seems to think the CAT could be blocked? Trying to explain to my father in law that its flooded is driving me insane! He wants me to put more fuel in through the intake! 
Battery is a 740 and brand new..
