The radar shuts off when I pull the ACC fuse it's connected to, of course, but everything else is on and off with the room fuse. When the room fuse goes back in, everything comes right back on. I switched the ACC relay with the matching ignition relay and nothing changed. Whew.

I was really leaning towards the igntion switch until the ACC relay being pulled left it on, and then the Ignition key fuse pull left it on also. That to me should have eliminated the igntion switch(key) as the issue, so now I'm thinking a short(maybe not a direct one) must have developed elsewhere.

The amp could be connected to the ACC circuit for the amp remote on. If he has a bad or disconnected ground for the amp couldn't it then use the ground for the ACC circuit?

Huh, nice pick DeViLbOi. I unplugged the power to my amplifier out of curiosity, and everything shut off. Reattached the wire, everything came back on. So I suppose this is where the problem is. After work, I'll trace it and see where it's connected to.
EDIT: For gee whiz info, I've always had an amplifier connected but I've changed it a couple times. The one that's connected right now is a Power Acoustik OVN4-1200 watt. It's seen here: http://www.amazon.com/Power-Acoustik.../dp/B001RNNYNE

It does sound like something to do with the ground, because I plugged the power back in a few minutes ago, and everything's back to normal. No unusual electrical activity. But I noticed my idle is very rough; at a stop, it dips down to where it almost dies. So I'll look at the grounding cable, and go from there.

I think it's fixed now! Looked at where the amplifier was grounded, and it turns out it was a crimped wire ring that was held onto the body under the rear right seat by three tiny self-tapping screws. No wonder it was malfunctioning the whole car, it was an absolutely terrible ground. Should have taken a picture of it. I moved it to under a chassis bolt and sanded the paint away underneath, and all of the idle problems and other electrical activity are pretty much over.

Little electrical gremlins can be a bitch!
This car is so freakin touchy about the grounds! I swear next time anyone has an issue, it's going to be hard not to jump on the grounding scheme.
