Fuel line issue?

i took my 8 in to a dealer called gem mazda and they said that i have a fuel line problem and will cost 550 to fix. i think theyre taking me for a ride.

I honestly think it is just flooded, because it wouldnt start one day. it was hot out, i just gassed it and turned it off, and I had parked downhill so that the engine was facing down the incline, all signs of a flooded engine. Am i correct or is the dealership making a legitimate claim?

If you thought that you flooded it, why take it to the dealer?
Did you try the de-flooding procedure in the manual?

i tried it. it didnt work. the one that tells you to crank the motor with accelerator pedal depressed all the way down and all that jazz? yeah, it didnt work. it has NEVER worked. Thats why i got it towed.
