Turns out the 2005 models had a 4 year, 50,000 mile warranty; bumper to bumper AND powertrain. The RX-8 still gets the8-yr/100,000 mile warranty extension for the engine core, but that's it.
So he's right. He's out of warranty if the original purchase date is prior to 1/2005, which it easily could have been.
At that rate, then any TSB that comes out won't be covered under warranty unless it specifically is covered under the engine core....
Turns out, YOU'RE IN LUCK!!
Bulletin 01-014/08 cleans out the carbon build-up, and supercedes any previous ones. Best part of it is, for you, is that it specifically states, "Warranty term coverage is 8 years (96 months) from the original warranty start date, with a 100,000 mile mileage limitation."
So that's gonna' be FREE. The dealer may just not realize that TSB falls under the engine core warranty, and not the powertrain for your vehicle.
And more good news is, the PCM update and carbon cleanout (MSP 016) that came out last year wasn't a TSB, it's a RECALL, in which case you're eligible to get this done even without the warranty update...aka, YOUR CAR IS COVERED! Technically speaking, they *should* have done this the first time you brought your car in, as this MSP is to be performed anytime an RX-8 comes into a shop either for an inspection or a repair, regardless of whether or not the owner asks for it...
And one more... The engine "cranks but no start" is covered; also in the 8 yr/100,000 mile warranty:

Just don't expect the dealer to be aware of these items. Honestly, unless they service a lot of RX8's, they aren't going to know off the top of their heads what needs to be done. Take in mind, service counter people are usally working on commission, and they don't make anything if it's warranty work... I don't know if all dealerships work that way, but my friends that have that position in different dealerships have both told me the same thing, so I tend to think it's standard.

^Only if it's covered under ENGINE COMPONENTS, you will have to buy the new starter yourself. But print the TSBs out and take them in with you. You should be able to get the de-carb and MSP-16 PCM reflash for free.
