Defogging tailights

Does anyone know how to get the condenstation out of the tailights? Thanks

remove taillights
clear out the moisture
remove foamy gasket things
buy new foamy gasket things
install foamy gasket things
install taillights

I did it once without replacing the foamy gasket things and now the condensation returned.
