Braking problem! ABS?

Braking problem! ABS?
Okay, so 9 months ago for some odd reason when applying the brakes i would get really bad shudder. Even at slow speeds.
Perhaps it's worn discs? So I go ahead and replace all the discs and pads. Still the same issue. I thought I'd wait it out to allow the discs and pads to bed in but it's still the same.
I've taken it to a garage and they've checked the brakes and said they are absolutley fine. Don't say it's warped discs because its impossible. It's also not the wheels as ige had them all balanced.
Literally tearing my hair out as it ruins driving for me! Its like the abs is working over time at the slightest of braking. This can't be right surely?!
Please help!!!josh

strut mounts, ball joints, control arm mounts, wheel bearings, knuckle mounts. these can all play a part in that
also just cause rotors are new doesn't mean they wont shutter, cheaper or aftermarket rotors absolutely can do this brand new out of box, not saying yours are just making sure you know.
