What It This???

When looking under your hood in between the upper intake close to the fuel rail there is a tab that looks like a choke for a carburator an i can even press on it and it seems like it is opening somthing nay ideas

it is a silver tap right under the plastic intakes you can see from top of the car and press on it

That's exactly what it is. There are two of them, actually. They are the actuator diaphragms.

The PCM actautes the valves and checks the feedback loops.

Secondary intake ports in the manifold. there are different ports in the intake that are cotrolled by this lever. Not a perfect answer but close enough.

At different rpm's your engine goes from breathing through 2 ports 4 ports onto 6 ports. This valve controls the ports in the manifold to change the flow and velocity of the intake air as the engine rev's up to 9000 rpm.
Don't F with it unless your car is running badly or won't rev hard.

Yes, it is a part of the variable intake tract, and no, people don't disconnect it.
