Spark Plug Question

My car just developed the marbles in a blender sound today above 7500 rpm that some of you have also experienced. I have a bit of a left field theory on it happening; I know that the dealers needed to do a post delivery inspection on the vehicle where they replaced the spark plugs. My question is, do the OEM plugs need to be gaped before installation or do they come with the gaps set? If the gap is off and the dealer didn't bother to correct it, I can definitely see how it would affect combustion.

My car came with a set of brand new plugs in the glove compartment. I took her to the dealer to have some issues looked at. (Didn't install the wheel locks, Still in the glovebox, and didn't activate the sat radio, which the first year is included in the purchase price)
I mentioned to the Tech about the plugs, and he said those plugs should be replaced when the car is delivered to the customer. Now Shinka is staying overnight while she cooled down so they could change the plugs. Did the tech tell me the truth???
