Soft/soggy low rpm

2006 Shinka 62K. After last oil change noticed surging around 3k rpm (6th gear) and got flashing CEL while rolling into throttle to pass. CEL cleared after I let off throttle. CEL is not locked in and hasn't re-occurred. Since then I have noticed it doesn't fireup on cranking like normal and tends to "chug" on acceleration between 2-3K rpm when cold. Once warm, it is soft in this RPM range, then clears around 4K and moves on. My suspicion is a SSV issue. MPG is down a little bit. Most driving is 80% 70MPH+.

Any ideas or troubleshooting tips to confirm???

That sounds like a misfire because of the flashing cel. If you get the code read you'll know for sure. I would start there with the code, its still stored even though the cel isn't on.
