I was wondering if anyone knew of any shops in Pittsburgh, PA or any of the surrounding states that deals with rotaries? I plan on getting a turbo in the near future but I want to find a shop for tuning it properly first. Any help would be very much appreciated!

The only one that I know of is Emage Performace (http://www.emageperformance.com/). I've never used them, but I've seen them on some of the other Pgh clubs.
