That is because there isn't any cheap ways to increase HP. Mazda did a good job on the tune of this car. You can drop a few grand for bolt on's and maybe get 10-15 HP all in the high RPM range. This car is basically the same since 2004 so every possible question about adding HP has been asked. If you use the search feature you will find many threads on those subjects.
But the basic point of your question is how to get the most bang for your buck.
I would say suspension mods to improve the handling.
Track time to improve the driver.
