He's as bad as Can
$7,000 sounds like the price for a NEW engine installed. $4,500 for a rebuilt.
I would make ask the dealership what is their definition of 'NEW". Very few people receive 'NEW' engines. Your most likely going to get one rebuilt from a mix of old and new parts. As stated above at 138,000 miles you have ZERO warranty. The dealership might have a 30 day thing for the work there doing but not much more, again ask the dealership in writing about any coverage. When I replaced mine with a Mazmart built engine they covered the engine only for one year.

Any dealer install engine (assume your warranty is completely over) will give you (should give you) 12K miles or 1 year, whichever comes first warranty.
but at 7000, you can buy a COMPLETELY brand new engine that has a fully balanced race ready pair of rotors(light weight, snap ring locked gear, lighter weight counter weight(both)), extra cooling fins on the rotor housing, and lots of other engine stuff. + another 1K something to the price you can even get Iannetti Ceramic Apex seal.
so if its 7000 for a rebuilld, tell them to go f-themselves
if its 4500 installed, that sounds reasonable.
