left hid light dim. ballest?

I installed the apexcone 55w hid kit a few months ago and I noticed the left head light wasn't as bright as the right. At the time I thought it was just because the head lights were poorly aimed. It turns on and gives off light just not nearly as bright.
I took it to a body shop to get the headlights adjusted and they said they couldn't adjust the left headlight because it wasn't putting out enough light to aim it correctly.
Any ideas what could be wrong? Ballest? I double checked the wiring and everything looks good. What are the signs of a bad ballest?

yeah first thing is to check the ground and make sure that ur light is in there straight and not loos in the opening where it inserts into the headlight assembly

I know I had to make a spacer type of thing when i installed my kit so my bulb would not just flop around in there

Every things seems ok. Bulb is good. It's a plug and play unit so I'm still using using the factory wiring including the ground. Can I just ground the wire from the bulb directly to the frame? Or will that cause problems?

you could try switching the bulb to check and check voltage drop across the bulb it should b arond 12 if it's like 8 or less then there is a high resistance on the ground side like a loose ground wire....you could always tap in an extra wire with the original ground and try grounding it somwhere else and see if that works but i would do voltage drop test or test switcdhing the bulbs
