I normally do not do this but....
Hello,
I turned on my car on a cold weather day and instantly moved it about 20-30 meters on the block. Then I stopped and let it warm up. Is that bad to start and move right away at cold start, just once or twice??? I did wait to warm it up, after relocating the car from the street.
Thanks

If you need to turn it off while it is cold you can just hold it at 3k rpms for about 5 seconds and then turn it off while still holding it at that rpm. Then you should not have any issues with flooding. Some people even say if the needle has at least moved a bit or the rpm drops down from the 1.5rpm of whatever the warmup rpm is then you are good to turn it off.

First .. what is cold weather to you?
Cold weather to me is anything under 20f (-7c)
At this temperature it is a good idea to let the engine warm up just a little bit before moving it .. like 30 seconds
If what you really mean is that the temperature was cool out like 45f (7c) then you are fine.
Just make sure the engine is up to operating temperature before you smash the GO Pedal.
Moving the car 20-30 meters down the driveway/road shouldn't be putting the engine in a high Rev situation or creating large engine load.
edit: Beaten by Godesshunter ... I knew I shouldn't have gone for a coffee refill in the middle of my post!

It's only a car, damn. Just turn the key and drive, or sell it.
