I have a feeling this is a stupid question but...
Can I install a catback exhaust system while still having a catalytic converter. This is the one I am looking at but I cant pass Ontario emissions testing without a converter

Yes you can. That is why it is called a catback aka "catalytic converter back"

You might consider going with another exhaust. That ones cheap but that most likely means its a POS that wont last you very long at all.

You can get the cheapest name brand one I know of there. TurboXs, it includes a racepipe/midpipe which would replace your cat. You dont have to use that pipe and could actually just turn around and sell it here to make the $500 exhaust into maybe $375-400.
