It's just a counter-weight puller.
On the MT you can use the light-weight fly with a AT counter-balance.
The lightweight flywheels won't work on the AT. The bolt holes for the Tourqe converter are not present.

What the AT's have is called a flexplate. It is simply there to hold the ringgear for the starter to contact. Enableing us to start the car. As a bonus it does allow you to mount the torque converter and thus obtain a connection between engine and trans. Thus propeling the car.
It's a miracle of modern technology.
Oh and the reason they use the AT counter balance on the lightened flywheel on the MT is for inertia of the flywheel and balance of course. Oh and it gives you a place to mount the lightened flywheel to.
