I test drove an 04 RX8 yesterday with the OEM Nav and noticed that whenever it gave directions the radio never got quiet before it gave the command. Is this normal?

Every other vehicle I have had with OEM Nav always quieted the radio down before giving the instructions.

 

The RX-8 nav is a little different. It actually lowers the volume slightly on the driver's side to make it easier to hear the commands. It's subtle but when you're driving, you'll notice it after a while.
