First of all, how much extra is it to get blue tinted fog lights?

Second, on the rectangle lights on the side of the car right in front of the wheel (the rectangle directly on the other side of the wheel of the side intakes/strakes)... some people posted pics with clear ones and I didn't like them that much but then i saw commercials and realized that stock, they're orange... which would be worse on a blue RX-8....so much is it to order clear?

 

c'mon man, search. clear sidemarkers were the first big thing about this car.

second, to have differently coloured lights, you change the bulbs. how much depends on what bulb you put in there. no, i don't know what bulb you should use, but i will say that making them blue completely negates their effecitveness as fog lights, as in real application redder light such as amber (or even good ol' regular incandescent lights) are simply more visible through fog. going blue, well, why even have fog lights?? just put those dumb LED's on your wiperfluid jets.
