Rubber lining underneath car

What exactly is the purpose of that rubber that runs along the sides of the car underneath it ?? When you install the side oem flares youre supposed to cut part of it. I was wondering if its okay to remove the whole thing on both sides

SOmetimes you can see where it was cut to accomodate the flares and it kind of bothers me lol.

Thoughts ?

If you do remove it, which is only a slight issue.
Issue being. Be sure to fill the holes in the rocker panel that are left when you remove the mounting clips. A rubber plug of some type would work. As long as it's sealed. Otherwise moisture will enter and rust will follow.

i was planning on just re-using the clips that are attached to the rubber now. In other words remove rubber with clips then put the clips back on.

Thanks for the advice guys

Might have to colorize the clips. I don't believe they're black.
