I had a member in Switzerland purchase and send it to me. This was 2-3yrs ago so my contact there is probably gone by now. I believe they are also offered in the UK. Good luck. Yes, they are heated and powered.

Strange in a way. When I was in New Zealand a few years back the family I stayed with had a Ford that had the mirrors on the front fenders. Highly functional but kinda ugly in my opinion.
