I dont know how bad is your situation but retape them all is a good idea since side skirt will start to rise more overtime.
Try 3M Acrylic Foam Tapes. They are very strong. You can find them in any AutoZone, Kragen or Pep Boys.

+1 for the 3M tapes.
To remove the side skirt, take a piece of fishing line or strong dental floss, tie some knots in it about one inch apart (you are making 'teeth') - saw and pull along to split the old tape.
To remove residue from the old adhesive from the skirt and the body, the easiest way is to use a 3M "Stripe - Off" wheel in a cordless drill. Otherwise, there is a 3M Citrus-Based cleaner which works quite well. Or whatever your body shop supply recommends for plastic parts. Then use a nylon (soft) blade to remove the goo.
Clean with alcohol (not good Scotch!!!), or body prep solvent.
Apply the new tape first to the skirt, then press the part in place.
Note: Best results will be doing all of the above at room temperature. (Well ventilated if you are using solvents).
You can get all of this stuff from a good parts store, or a body and paint supply store (yellow pages).
Good luck!
