Lacquer Removal From Engine Bay Cover

Right, my engine bay cover was lacquered a year ago but now all the lacquer is "clouding" and peeling off. Any thoughts on how to remove it altogether without removing the paint on the "RENESIS" etc. as this would be a remarkable improvement on the current state of it!
