gap beneath driver's side headlight

gap beneath driver's side headlight
Help, my bumper appears crocked! Im not sure if it is or not, but the driver's side bumper doesn't seem to be measured up with that side's headlights.
I appears as though the black top lineing of the driver's side headlights is smaller than that on the left. I am not sure if that's the problem. I can see a gap beneath my driver's headlights.
Does anyone have any suggestions on how to fix this?
thank you
