I can tell you this - the service manual recommends you go through the inner fender. When I changed mine, I thought "I can get my hand in there, I'll just do it from the top".
Short version - if you are VERY patient and have small hands, it can be done from the top. Once I realized I have neither trait (especially the patience part), I took about three of the fasteners loose from the fenders and had them both changed in minutes.
You'll be surprised how easy it is.

I've had mine off twice now, it's not that big of a deal. Figure about 30 minutes off and back on, plus whatever work you are doing.
SO, the answer is "probably", but you might as well take the whole bumper off.

It HAS been done....
I have changed both the left and right bulbs thru the top.
You take the fuse cover off, and on the passenger side you take the ECU cover off.
Still WAY easier than removing the bumper!
(I changed the H9 for those 'blue' 80watt ones - I swear it got DARKER with them on! Back to stock now!)

Went in from the fender well...after removing the wheel there were 5 quick release bodywork connectors holding the fender well moulding in place. Pulled those and it took about five minutes per lamp...much easier than trying it from the engine compartment!!
I installed "Farenheit" 65W Super White Halogens...and saved the stock bulbs just in case... :D
Update: the "Farenheits" seem to be a tad brighter and match the HID's much better than the stock units. I'm happy!!
Thanks for the replies, Art
