Air bubbles under front lip rock-guard

Air bubbles under front lip rock-guard
I wondering what the best way to approach this would be. I've noticed air/water bubbles form under the rock-guard on the front lip (drivers side only). I tried smoothing out some of it, and it worked for some, but theres a particularly large one and many small ones that it did not help at all.
I'm hesitant to try a peel off and re-apply for fear that it would tear, not stick back, or I'd get it back on worse than before. I also wonder if there would be any complications to poking holes in the bubbles? Or is this something I should get a body shop to do (even though that seems excessive for something so small)?
