Hard to know what you mean, since a lot of people use "xenon's" and "HID" interchangeably. Most RX-8 have HID, except the base model which came with Halogen low-beams. The confusion comes in because Xenon can be used as a fill-gas for Halogen bulbs, as well as being used in the Arc capsule of HID lights.

Look at your low-beams. Can you see a bulb in there, or is there a frosty aspherical lens?

I have everything down all the way up until connecting the HID to the power supply. When I put in the positive and negative wires from the ballast into the notches the current just fizzles out and the bulbs don't light up. Anyone have any idea as to what I'm doing wrong or what I need to do?

What you are calling xenons are known as halogens to the rest of the world.

Halogens have a filament that lights up, and run at 12 volts, battery voltage.
Hid stands for high intensity discharge, and the bulbs have no filament, just a tiny gap that uses a transformer (ballast) to goose the 12 volts up to 27,000 volts, and a spark jumps the gap and you have an'arc' light.

You can't just plug HID capsules in and expect the 12 volts to light 'em, you need ballasts.

You'll need a whole set that has H7 bulb bases the same as the stock halogen bulbs, so they fit.

Sorry for some novice questions, but I could use some help.

Where would you get such a set (I'm pretty sure I need to do the full conversion as well) ? I'm not really sure what is needed in the full conversion, as well as what type my bulbs are (There is a lot of talk of some 8's having HID while the others are Xenon or Halogen)?

I have a base edition, so by that I assume that I have the H7 Xenons right?

You need the whole kit. The h7 is just a bulb size. The reason hid's work is due to the ballast. It's a totally different type of bulb and requires a higher input of energy which the ballast coverts. It wouldn't work at all if you just put the bulb in. I recommend kensun. They have a good product, low cost, and fantastic customer service. You can find them on amazon.
