Best PC Tools for the RX

I took the time to search and read up on various tools ranging from the Laptop Dyno to engine manglement systems w/ data logging++ and thought I would pose the following question.

What is the best all around PC-friendly tools for the money??

Ranging from OBD2 tools to EMU tools...all PC friendly and fully featured?
