Most states its illegal to have red or blue lights anywhere on your car. Those are usually reserved for law enforcement or emergency vehicles.

I have blue neons and as long as they aren't the cobra eyes and aren't in the actual car they're legal, but I don't know about red.

I drive in NC a lot, I've seen a car with blue external lights on the windshield water sprayers and neon under the car and they went right by a cop at night and weren't pulled over, so I don't know how much it is enforced, like the local law where you have to fire your shotgun in the air at each intersection.
