The headlights have to be disassembled to remove the ballasts properly due to the way the wire to the bulb is ran. You cannot just remove the cover to the ballast and pull it out.

You can replace the ballasts but it requires baking the headlights and taking them apart or cutting them. I used a dremel and cut mine and it worked fine. I have a thread about it but I'm too lazy to search But my hack job has held up for a couple of years. The ballasts used in our headlights are common on Lexus vehicles.
