Yes, its a plug and play standalone. I had it tuned with my turbo kit in my other FD thread.
Has a 350+ hp map setup for the greddy turbo kit.

The HKS F-CON V Pro is a fully featured standalone engine management system that connects as easily as a "piggy-back" fuel and timing controller. As modifications to a vehicle are made, the need for fuel and timing adjustments becomes critical for performance and safety. The F-CON V Pro with its 32x32 resolution for both fuel and timing maps is the optimal solution. The F-CON V Pro can control up to eight injectors and D Jetro or L Jetro setups. --- Injectors can be set to fire as batch, sequentially or staged. The F-CON V Pro can also read drive by wire vehicles. Programming is done via the HKS Power Writer software; which only Certified HKS Pro Dealers have access to.
The HKS Power Writer software for the F-CON V Pro has some very unique abilities to simplify setup and tuning. Via the vehicle start up menus most Japanese import cars can be easily started by selecting the vehicle’s parameters (Make, Model, Engine and etc). Tuning is simplified due to the A/F Feedback control; where a target A/F value can be input and the F-CON V Pro will adjust fuel automatically. Also full data logging capabilities are built into the F-Con V Pro Power Writer software. All major vehicle conditions including; speed, rpm, water temperature, intake temperature, timing, boost, injector duty cycle and etc can be logged to an HKS Pro Dealer’s computer.

Mine was tuned at an authorized HKS tuner. I also know of 2 other authorized tuners in so cal. You actually need a special card to swipe in a machine to be granted access of the computer.
Sorry for misuse of the term plug and play.
You can in fact plug this computer in and drive your car normally. Computer was tuned with no boost , then had the turbo kit installed and tuned so the vaccum portion of the map is spot on. once the ecu see's boost it adjust fuel and timing accordingly.

no sleep til it spools
If I were to install a turbo and I bought a used EMS, would the shop that I am having tune the car be able to tune it with no problems (theoretically), as though it were a brand new EMS? I ask because I have little knowledge about electronics and I understand that the COBB needs to be mated to its vehicle to work properly and I'm just curious to see if this is the same way.

I would reccomend the guys over at MA motorsports in MD, R/T tuning in PA or Tex blackwell racing in GA I believe.
Make me an offer guys, my RX8 was sold and just cleaning up the garage.
