I can't tell you exactly what the process is, but it seems to be a silver powder coat over a black base (parts of the wheel that aren't showing are black, as are a couple nicks around the lugs thanks to the tire shop that mounted them). It is a more reflective, shiny finish than most powder coated wheels, but is not chrome or polished bare metal.
I am very impressed. I was considering those wheels. They are super clean.
How heavy are they?

That's pretty heavy for an 8.5" wheel... oh well they're still really clean.

That sucks. I wrapped my key with duck tape to help prevent that. I hope it serves as a reminder to whom ever is working on my wheels as well 
With in a week or so having my wheels mounted one of them got a rock chip so I know how you feel.
