Buy regular brake fluid from Walmart. Then soak for 3-4 days.
Use a brush to scrape the skin of paint off.
That brake fluid is potent chemicals against paint, and your skin, use some damn gloves. - I'm speaking from experience.
For painting:
Seek out a professional car-painter. Remember, some human beings are supremely gifted with art... so hell, why not get one to do the hard work.
