im going to go ahead and say i think the bar was installed upside down and the MC brace installed on the wrong side. the bar is supposed to say "MAZDASPEED" on it.

are you sure you cant just unbolt the brace and bolt it to the other side?

edit: just noticed... looks like that has to come off to gain access to the lugs... is that a convenient security feature or just a pain the *** when removing? or both? lol

 

Looks like they are cosmetic trim, there are no lug holes on them.
They gotta come off to take the wheel off.
