It means that when they clock you over the limit, instead of calling the pickup point and giving you a ticket they call in an air strike.

OR...along with the sign you saw, there will be lines painted across the highway every quarter mile. They'll have an airplane over the highway, clocking time between stripes with a stopwatch or maybe a VASCAR-like device.

There will be a pickup point dowstream of the area the aircraft is patroling.

Pretty soon the roads will be patrolled by high flying Predators. The cop will be at the doughnut shop(J/K guys). If they like you, they then feed the link to the rookie up ahead sitting in the hot sun and you get a ticket. They don't.................then you get a hellfire up your @ss.
