When I get off the highway, and slow down, Then try to start in first/second, the engine feels weak, then after a minute the engine gets it's power back.

I actually notice this too. After driving a while I put it in first and punch it and I don't feel the normal kick but when I hit third she really takes off.

 

Coolant temp rises causing timing to be pulled until it cools off either from the fans or speeding up?? Just a guess, but seems plausible.

 

This happens to me all the time when I get onto the interstate. I will punch it at first and get NO power, feels like I am driving a go cart, then after a second I feel the power kick in. What is the problem?

This same thing was happening to me today. I drove it, and was actually surprised at the cars power and performance all over again, like the day I got it. But 1st started lagging and being stupid

 

Probably bad cat. If you notice that your car loses punch as it warms up, that is symptomatic of the cat being plugged up. Have your dealer do a pressure test. My new cat made a big difference, and after fresh coils and plugs the power was back in a big way.
