If it were me I would put 18" wheels on in RPF1 flavor if I was concerned about the weight/cost, but that's just me. You don't have the stock rims, so why worry about using 19"s? RPF1 in 18x9.5 and then I would run 275/35/18 w/+45 offset. This combo has been used by many, and it doesn't require fender work. I would powder coat/purchase them in gloss black, would look really good on that red.

If you want the 19"s then the RPF1 that fits your current tires, assuming your wheels are 19". That may be the most cost effective route that gives you a strong wheel that looks good and is as light or lighter than the R3 wheel.

It is very likely that the dealer didn't have any choice in the matter. Once the car is stolen, the dealer calls the police and insurance company. The insurance company reimburses the dealer for the car, and at that point the car belongs to the insurance company. It is VERY common for a theft recovery vehicle to be given a salvage title by the insurance company, even if the vehicle has absolutely no damage whatsoever. Given that the seats were stolen from the car, and that the seats have airbags in them, I would be surprised if this vehicle DIDN'T have a salvage title. However some of the reasoning behind an insurance company giving a salvage title can depend on local laws, so I guess it would be possible.
