There is a lot of debate on that one. I was told by my dealership to do that every time I turn it off. Some people on this forum has said that is only if you are turning the car off cold.
I do it everytime anyway.... I wait 15 seconds, rev it to 3k, turn the ignition off.

Um, I just turn off the car...Why does there need to be special shutdown procedures? I turn my car off cold and never have a problem restarting it. Besides, I've always been taught it's not good to heavily rev a cold engine, the oil and water aren't even up to temperature yet.

flooding issues for the 8 that many have had can be avoided by shutting down at 4k rpm supposedly when doing a cold shutdown. M flash is supposedly eliminate dthis need. I just shut the sucker off. Before m flash and after.
