Depends on what your talking about. External it isn't too bad. Internal it's a totally different animal and takes special training to get things right.
Besides the internals being different, it seems like you have to pull a rotary out of the car to get to the innards. You can rebuild/overhaul a piston engine with the block still in place. A least I've done that a couple of times.

There is nothing different really....things turn and go boom....
If you can rebuild a piston engine you can learn to rebuild a rotary....just differrent types of things to measure.....and different considerations
Like everything...there are tricks to the trade so to speak.....that make things easier..or better for the final product...
