and just go to circuit and drive my car on the circuit?
or do I need special license for driving on the circuit?
If I need license, where do I go and register?

You would want to look at organized track days. You can't just show up any day of the week and expect to get on the track. Here are a couple of groups that do track days in the LA area:

Streets of Willow is a great track for your first time out. It's a couple hours from downtown LA. There's also California Speedway. No license required, just a car and a helmet usually.

Laguna Seca is awesome, but it's 6 hours north and public track days are rare there.

go do a search.
look at those links mp5 gave u
u cant just go and drive ur car on a track

u must get inspected. make sure ur fluids are all correct.
hopefully buy new tires. or track wheels.
tape up ur headlights
get a helmet
gloves?
pay?
and usually since tracks are far away... hotel accomodations.
gas is super expensive at tracks.

tracking is a very expensive addiction.

i ono im a newb and theres probably LOTS of other stuff too. but yah
