Is 0 really off?
I've had my RX-8 for over 3 years now and I've never seen any posts or asked any other owners if they experience this, but the 0 on the fan controller doesn't really turn the air off the whole way. It can really be noticed with the air on panel/toward your upper body and when the air isn't on circulate. Is this how all of our cars are or is mine different?

You'll notice that this happens when the HVAC is set to draw air from outside the car. My guess is the pressure of the outside air allows a small amount to flow through the HVAC system into the interior. If you switch to recirc then the airflow stops.

not just new cara do this, just about ALL cars will do this. when driving the outside air is forced through the vents and air ducts and eventually ends up coming through the cabin. when you're not moving check and see if air is coming through (chances are it wont) then when you are on the highway, make a note to check again. most likely it will be blowing.

"oh, you didn't know about the secret button combo? it's kinda of like a-b-a-b-up-down-left-right-select-start. to get a true "OFF", you have to put the car to on, press all buttons on the steering wheel at the same time (get a friend to help, it's tough), then go from 0 to 1 to 2 to 3 to 4 on circulate mode, then turn circulate off and go back down to 3 to 2 to 1 to 0. now for the bad news...it resets when the car is off."

Maybe he thought that the arrow comming from outside in meant the car was going to swallow air so it can breathe instead of bringing air inside the car.. and the other was so he could breathe..

my ford ranger doesn't do this, but just about every other vehicle I've been in does. The ranger also doesn't have a recirc function cause Fords are retarded so I guess that explains that

Yeah. My old grand am didn't do it, at least not that I can recall and my family owns an explorer and a ford ranger and none of them have done it. Sorry guys... I guess its just new to ME. It's kind of ridiculous how condescending and downright rude some of you have been. What the hell?

Also I thought of the vent/recirc thing when I noticed it only doing it in vent, but I guess I was just expecting some helpful answers to confirm. Maybe in case others were wondering about it...

You are not completely wrong, but your far off from the real reason. It IS true that if you don't have recirc on, then air might get forced into the cabin when you're at speed. BUT most of the time its the fan that doesn't turn completely off. What happens is that if you put the fan in 0, but the A/C is still on, and there is no airflow through the heat exchanger, it can eventually freeze, so to prevent this the fan stays on even in the 0 setting when the A/C is on, sort of like a safety feature.
