Marc, that seems a little high even for Philly. I'm 24, have a ticket on my record, live in the city just like you, and it's $1100/6 months with Geico. I fully expect all this to go down after I turn 25 and lose my ticket by January. Try Geico, you got nothing to lose. Also, you can tell them you're a AAA member, that's an automatic discount, they don't check your membership #. I'm a member of Navy Federal Credit Union, but they have about about 300 other partner organizations - you're bound to be a member of something. That's about another 10% off. Check out their online quotes.

Geico is the devil's spawn.

I'd recommend giving Amex casualties a try. Most people (myself included) have cut their rates in half with them. But they don't accept drivers with bad records.
