It's a scam. They only let "preapproved" buyers bid on this otherwise the auction would have been over a long time ago. When you email the guy to say you want to bid he'll tell you to western union wire transfer the cash somewhere overseas. Once you send the money you'll never hear from him again.

The ebay account is probably hacked. You'll see this auction closed by ebay soon
