From a dealer email:
=====================================
Just wanted to let you all know that you will be getting a letter from Mazda
next week outlining some options you are going to have concerning your RX8.
They are going to be revising the advertised horsepower ratings and are
going to give current owners two options.

Option 1: Free scheduled maintanence for the length of the factory warranty
and a $500.00 debit card to spend as you wish.

Option 2: buy back your RX8

Details will be included in the letter that should start going out Monday.
=====================================
That's all anyone knows FOR SURE at this point.....

Refund

Call Mazda, give them your VIN and they will fax you all the information you need.

Well, your car doesn't exactly have all that it was advertised as. I believe it has something to do with our strict emissions standars - and the fact that the intelligent RX-8 owners community put these babys on Dynos to get true numbers and they are NOT coming up to 147hp. And Mazda caught wind of what people were observing on the Dynos.

I agree, it kind of sucks, but my RX-8 is still ultra fun to drive, is by far one of the best looking cars on the road, and it still pushes me back in my seat when I genly tap on the accellerator. I believe the positives truly outweigh the lack of HP. AND from all of the RX-7 owners that I have been talking to, they tell me the rotary gets faster with age. So I'm not really worried about it. I still tell people it has 250hp - just because I guess - I know it is certainly capable of it. :p

So you can take your car back and they are suppose to buy it from you, or you can get 4 years of "free" (don't know how easy that is going to be) scheduled maintenance, and a $500 debit card to spend any way you see fit - for me it will probably go to putting gas in my car :D
