Crossing the Siskiyou's most likely would require chains this time of year. Also there is a very good chance for lots of gravel on the road so your front end is going to take a beating.
I did Portland to San Jose in September and back in November of '06. Those mountains in Southern Oregon are freaking awesome. No way in hell I'd do the drive now. I thought it was bad enough with the 10' visibility fog on the way back. If there's fog and snow, I'd pull over on the side of the road and pray that no one hits me.
I have....when my cuz and I drove to LA. But it was early summer and it was absolutely beautiful. We took I 5 to LA and took 101 on the way back here. It takes a little bit longer but you won't notice because the road is so much fun to drive. I can't tell you much about the condition in winter though. There are some areas where the road becomes a bit narrow....so you might wanna becareful when there's fog or heavy rain.
Take the coast the whole way. You can do it in a day if you push hard, and you don't have to worry about weather. 2 days at a more relaxed pace. It's a blast, and you definitely want your own car for the adventure.
Definitely take 101 to Leggett, CA. Then immediately get off and hit Hwy 1, it's the better of the two highways. The OR coast, weather wise, is just like the WA coast. Unless a completely freak storm hits, you wont see snow, it doesn't get high enough, and the tropical systems flow out of the south Pacific and right along the OR coast.
